In early April, residents of Binh Dinh province continuously reported the rampant operation of trucks showing signs of violations on roads, causing concerns about traffic safety and environmental pollution. Among these, the situation of Van Long Quy Nhon overloaded trucks and other transport companies such as Minh Lai, Ngoc Nhan, Quoc Long… blatantly operating on National Highway 19B, passing through An Nhon and Tay Son districts, has become prominent.

According to actual observations, Van Long Quy Nhon overloaded trucks frequently enter and exit soil mines in Tay An commune (Tay Son) and Nhon My commune (An Nhon town) to transport soil for leveling ground in Dap Da ward (An Nhon town). Despite the travel distance of tens of kilometers, these vehicles still speed and recklessly overtake, without being inspected or handled. Notably, most of the trucks are loaded “to the brim,” poorly covered, and show signs of expanded cargo beds.

Within just 30 minutes, reporters counted dozens of Van Long Quy Nhon overloaded trucks and trucks with the NN (Ngoc Nhan) logo carrying soil speeding wildly on the road to the soil mine. Dust flew everywhere, forcing motorcyclists to cover their faces completely. The lives and business activities of households along the road have also been seriously affected by dust and dirt.

Ms. Tran Thi Men, a small trader at Tay An market, angrily said: “I don’t know the regulations for mine operations, but soil trucks run rumbling day and night, soil and rocks are scattered everywhere, dust flies so thickly, who can stand it? My grocery store is covered in dust like that, who dares to come in and buy?”

On the move, Van Long Quy Nhon overloaded trucks continuously honk loudly to overtake other vehicles. Although National Highway 19B is narrow, with only two lanes and passing through many residential areas, soil trucks still rush at high speed, soil and rocks from the truck beds scattering all over the road, posing a potential risk of traffic accidents.

Ms. Nguyen Thi Lan, a resident of Nhon My commune, shared: “National Highway 19B is both narrow and has many dangerous curves, but convoys of soil trucks keep running in a row, honking loudly, spreading dust and dirt wherever they go. I am very scared when I have to travel on this road.”

Similar to NN trucks and Van Long Quy Nhon overloaded trucks, a series of other vehicles also follow each other from the direction of the Nhon My commune soil mine to the center of An Nhon town. It is estimated that every day there are hundreds of truck trips operating on this route, creating a constant nightmare for residents.

The noteworthy point is that, during many days of actual recording, reporters easily noticed that these vehicles had many signs of violations such as carrying materials “to the brim,” poorly covered causing spillage, and expanded cargo beds. However, on the journey of more than 10km from the soil mine to the dumping point, the vehicles almost never encountered any inspection from functional forces.

To clarify the situation of Van Long Quy Nhon overloaded trucks and oversized and overloaded vehicles rampant on National Highway 19B, reporters contacted Mr. Nguyen Qua, Chief Inspector of Transport – Department of Transport of Binh Dinh province. Mr. Qua admitted that Binh Dinh is currently in the peak season of leveling and infrastructure construction, so the situation of oversized and overloaded vehicles is unavoidable.

“We have repeatedly strictly handled violations, combined with direct propaganda for drivers and business owners, aiming to end the situation of vehicles carrying overloaded goods, expanded cargo beds, and goods spilling on the road,” Mr. Qua said.

Mr. Qua also admitted that the current difficulty is that the traffic inspectorate force is thin, a team of 3 people must be responsible for many areas, so letting overloaded and oversized vehicles slip through is unavoidable.

“In the coming time, the Transport Inspectorate will strengthen inspection of compliance with legal regulations, handle violations right at the loading points of goods, construction material mines, seaports, train stations… Handling violations will be carried out strictly according to the provisions of law, without leniency or mitigation,” Mr. Qua affirmed.

While functional forces “complain about difficulties,” every day, every hour, convoys of Van Long Quy Nhon overloaded trucks and vehicles showing signs of overloading are still rampant, continuing to destroy roads and are a nightmare for traffic participants.

Public opinion raises the question: Is the situation of Van Long Quy Nhon overloaded trucks and oversized and overloaded vehicles blatantly operating due to the functional forces being thin, not being able to handle everything as Mr. Nguyen Qua, Chief of Traffic Inspectorate, said, or is there any other “favoritism” for transport companies?
