What is Truck Bed Modification?
Truck bed modification (or truck bed renovation) is the alteration of the structure, dimensions, and technical specifications of a part or the entire truck bed. This allows truck owners to adjust the functionality of the truck to suit the type of goods being transported, thereby improving business efficiency. For example, an owner can modify from a refrigerated truck bed for transporting agricultural products to a closed truck bed for transporting consumer goods when market demand changes.

Regulations on Truck Bed Modification
The truck bed modification procedure must strictly adhere to legal regulations regarding quality, technical safety, and environmental protection. Some important regulations to note:
- Refurbishing or reusing motor vehicles older than 15 years (from the year of manufacture to the time of design appraisal) is prohibited.
- Imported specialized vehicles cannot be converted into other motor vehicles within 5 years. Imported refrigerated trucks cannot be converted into other vehicles within 3 years (from the date of first registration).
- Increasing the size of the fuel tank or water tank of trucks and dump trucks is not allowed.
- Enlarging the truck bed of newly imported, manufactured, or assembled trucks within 6 months is not allowed (from the date of the first technical safety and environmental protection inspection). Exceptions include converting to a driving training vehicle or adding a tarpaulin to the truck bed for better ventilation, which does not require the 6-month waiting period.

Detailed Truck Bed Modification Procedure
The truck bed modification procedure includes the following steps:
1. Preparing the Design Dossier and Design Appraisal Dossier
The design dossier includes:
- A technical design explanation of the motor vehicle.
- Technical drawings as prescribed.
If the truck conforms to the standard design announced by the Vietnam Register, it is exempt from preparing a design dossier.
The design appraisal dossier includes:
- A design appraisal request form.
- 04 sets of motor vehicle modification design dossiers.
- Documents with parameters, technical features, and parts and systems being modified or replaced.
- Copies of vehicle documents (Vehicle registration certificate, ownership transfer certificate, certificate of technical safety and environmental protection…).

2. Appraising and Issuing Design Certification
The Vietnam Register or the Ministry of Transport will appraise the dossier. If it meets the requirements, the design will be approved, and a Certificate of Design Appraisal for Motor Vehicle Modification will be issued. This certificate is valid for a maximum of 12 months.
3. Acceptance and Issuance of Modification Certificate
After the design is approved, the modification facility will proceed with construction. The design registration agency will conduct an acceptance inspection, sign the acceptance record, and issue an equipment certificate. If the standards are met, the truck owner will bring the truck to the Inspection Station for acceptance and receive a Modification Certificate (within 3 working days). Finally, the truck owner will bring the truck and documents to the inspection station for a normal inspection like other vehicles.
Truck Bed Modification Costs
Truck bed modification costs depend on many factors such as materials, manufactured parts, construction time, and the facility performing the work. The price ranges from a few million to tens of millions of VND.
For example:
- Converting from a flatbed to a closed truck bed with a tarpaulin: approximately VND 15,000,000.
- Converting a truck bed from insulation to refrigeration: from VND 15,000,000 to VND 20,000,000.
- Modifying from a closed truck bed to an insulated or refrigerated truck bed: from VND 7,000,000 to VND 13,000,000.
Penalties for Improper Truck Bed Modification
Unauthorized truck bed modification without a permit or the consent of competent authorities will be penalized according to regulations. The penalty ranges from VND 800,000 to VND 16,000,000 depending on the severity of the violation.
