Circular 58/2020/TT-BCA, regulating the issuance and revocation of registration and license plates for road motor vehicles, took effect on August 1, 2020. One of the most significant changes is the regulation to change license plates for commercial vehicles from white to yellow.

According to Article 11 of Circular 58, commercial vehicles that have been registered with white license plates with black letters and numbers will be changed to yellow license plates with black letters and numbers.
Regulations on Changing License Plates for Commercial Vehicles
Specifically, point d, clause 6, Article 25 of Circular 58 clearly stipulates that license plates for commercial transport vehicles will have:
- Yellow background, black letters and numbers.
- The license plate series will sequentially use one of the following 20 letters: A, B, C, D, E, F, G, H, K, L, M, N, P, S, T, U, V, X, Y, Z.
The change to yellow license plates for commercial vehicles helps authorities easily recognize and control transport activities.
Deadline for Changing Commercial Vehicle License Plates
For vehicles operating commercially before Circular 58 took effect (August 1, 2020), the change to yellow license plates for commercial vehicles must be completed before December 31, 2021.
Procedures for Changing Commercial Vehicle License Plates
Vehicle owners need to submit documents to carry out the procedures for changing commercial vehicle license plates according to Article 7 and Article 9 of Circular 58, along with the vehicle registration certificate or according to the license plate number.
Changes in Size of Car License Plates
In addition to the regulations on changing license plates for commercial vehicles, Circular 58 also adjusts the size of car license plates:
- Cars, trailers, semi-trailers manufactured domestically or with similar structures assembled domestically will be fitted with 2 short license plates with new dimensions: 165 mm high, 330 mm long.
- Specialized vehicles, when licensed by competent authorities, will be changed to 2 license plates with dimensions: 110 mm high, 520 mm long.
The change of license plates for commercial vehicles and the adjustment of license plate sizes are important changes in the management of road motor vehicles.
