Detailed Regulations on Truck ID Badges

What is a Truck ID Badge and its Role?

A truck ID badge, also known as a transportation identification badge, is a mandatory document issued by the Department of Transport for vehicles engaged in commercial freight transportation. It’s considered a sub-license, certifying that the vehicle is registered for legal transportation operations and complies with legal regulations. Each type of commercial transportation business has a distinct badge design, facilitating management and categorization by authorities.

Truck ID badges are not merely an administrative procedure but also offer practical benefits:

  • Enhance Professionalism: Demonstrates legal compliance and the credibility of the transportation business.
  • Manage Transportation Activities: Assists authorities in monitoring and managing transportation operations, ensuring traffic safety and order.
  • Protect Consumer Rights: Ensures transportation providers operate according to standards, safeguarding customer interests.

Truck ID badges are typically displayed in a visible location on the right side of the windshield. Vehicle owners must keep the badge in good condition, avoiding erasure, information alteration, or use of badges that do not match registration details.

The validity of a truck ID badge depends on the validity of the transportation business license and does not exceed the vehicle’s lifespan. Truck ID badge regulations are detailed in Decree 86/2014/ND-CP and Circular 63/2014/TT-BGTVT.

Which Types of Trucks Are Required to Have ID Badges?

Not all types of trucks require ID badges. The regulation for affixing truck ID badges only applies to vehicles involved in commercial freight transportation. Specifically, the following truck categories are mandated to have ID badges:

  • Cargo Trucks: All types of box trucks, dump trucks, refrigerated trucks, crane trucks, etc., engaged in commercial freight transportation.
  • Container Trucks: Tractor-trailers and semi-trailers used for freight transportation purposes.
  • Self-Discharging Trucks: Specialized trucks with self-unloading mechanisms.

Therefore, trucks not used for commercial transportation, and privately owned trucks used for family or internal business purposes are not required to affix truck ID badges.

Violations of truck ID badge regulations are subject to strict penalties. According to current regulations, vehicle operators may face fines ranging from 5 million to 7 million VND and suspension of their driver’s license for 1 to 3 months. Vehicle owners also face fines from 6 million to 8 million VND, and transportation businesses with violating vehicles may be fined from 12 million to 16 million VND.

Latest Procedures for Obtaining a Truck ID Badge

To obtain a truck ID badge, vehicle owners or transportation businesses need to prepare a dossier and submit it directly to the local Department of Transport or send it by post. The dossier includes:

  1. Application form for a truck ID badge (according to the Department of Transport’s form).
  2. Copy of the Vehicle Registration Certificate with the original for comparison or a certified copy.
  3. Copy of the Certificate of Technical Safety and Environmental Protection Inspection (registration certificate) with the original for comparison or a certified copy.
  4. Provide access account information for the journey monitoring device (if the vehicle is equipped). For vehicles not yet equipped with a journey monitoring device, a commitment to install and provide information after badge issuance is required.

For vehicles with license plates from outside the locality where the dossier is submitted, the receiving Department of Transport will seek confirmation of the vehicle’s operational status from the Department of Transport in the vehicle’s registration locality.
