2023 HCMC Pickup Truck License Plate Fee Update

Effective October 22, 2023, Circular 60/2023/TT-BTC officially adjusts the pickup truck (car pick-up) license plate fee in Ho Chi Minh City (HCMC) to 20 million VND per registration. This fee significantly increases from the previous rate of 500,000 VND per registration, which was applied to Area I (Hanoi and HCMC).

Circular 60/2023/TT-BTC, issued by the Ministry of Finance, regulates the collection rates, collection, payment, exemption, and management regimes for registration fees and license plate issuance for road motor vehicles. The increase in pickup truck license plate fees in HCMC is part of this new regulation.

HCMC Pickup Truck License Plate Fee Details

Specifically, for passenger cars with 9 seats or less (including pickup trucks), the new registration fee for a certificate of registration and license plate in:

  • Area I (Hanoi and HCMC): 20 million VND per vehicle.
  • Area II (Hai Phong, Da Nang, Can Tho; provincial cities and towns): 1 million VND per vehicle.
  • Area III (remaining localities): 200,000 VND per vehicle.

Note that the fees in Area II and Area III remain unchanged from previous regulations. Only Area I, including HCMC, applies the new fee of 20 million VND per vehicle for pickup trucks.

Motorcycle License Plate Fees According to Circular 60

Circular 60 also adjusts motorcycle license plate registration fees based on vehicle value and area. The specific fees are as follows:

  • Motorcycles over 40 million VND: 4 million VND (Area I); 800,000 VND (Area II); 150,000 VND (Area III).
  • Motorcycles from 15 – 40 million VND: 2 million VND (Area I); 400,000 VND (Area II); 150,000 VND (Area III).
  • Motorcycles under 15 million VND: 1 million VND (Area I); 200,000 VND (Area II); 150,000 VND (Area III).

Applicable Areas for Fee Rates

Circular 60 clearly states that organizations and individuals with headquarters or residences in a specific area will pay vehicle registration and license plate fees according to the fee rates specified for that area.

Specifically, areas are defined by administrative boundaries:

  • Area I: Hanoi and HCMC (including all districts and towns).
  • Area II: Centrally-run cities (excluding Hanoi and HCMC); provincial cities, towns (including all wards and communes).
  • Area III: Remaining areas outside Area I and Area II.
