Circular 60/2023/TT-BTC of the Ministry of Finance, effective from October 22, 2023, stipulates the rates for registration fees and license plate issuance for road motor vehicles. This Circular directly affects the pickup truck license plate fee in Hanoi, along with many other types of vehicles.
Sharp Increase in Pickup Truck License Plate Fee in Hanoi
The most notable point is the increase in license plate fees for passenger cars with 9 seats or less, including pickup trucks, in Hanoi and Ho Chi Minh City. The pickup truck license plate fee in Hanoi is now fixed at VND 20 million per registration. Previously, this fee was only VND 500,000 per registration.
Pickup Truck License Plate Fee in Other Regions
For Region II (including Hai Phong, Da Nang, Can Tho; cities directly under provinces, and towns), the fee for new registration certificates with license plates for pickup trucks is VND 1 million per vehicle. Region III (the remaining localities) maintains the fee of VND 200,000 per vehicle.
Changes in Motorcycle License Plate Fees
Circular 60 also adjusts motorcycle registration fees based on vehicle value and region. Specifically, motorcycles with a value of over VND 40 million will have a fee of VND 4 million in Region I (Hanoi and Ho Chi Minh City), VND 800,000 in Region II, and VND 150,000 in Region III. The fees for other types of motorcycles have also been adjusted upwards.
Principles for Applying License Plate Fees
Organizations and individuals with headquarters or residences in a certain region must pay the fee for registration certificates and license plates according to the fee rate corresponding to that region. In case of winning a license plate auction, the fee is applied according to the registration area. The value of the motorcycle used as the basis for applying the fee rate is the fee calculation price at the time of registration.
Regional Division for Application
Circular 60 clearly stipulates the division of administrative regions for applying the fee rates:
- Region I: Hanoi and Ho Chi Minh City (including all districts).
- Region II: Cities directly under the Central Government (excluding Hanoi and Ho Chi Minh City), cities directly under provinces, towns (including all wards and communes).
- Region III: The remaining areas outside Regions I and II.
