“Truck horn music” videos often depict young children lining up along local roads, waiting for trucks to pass by and hear the “musical” horn performances. The children appear excited, dancing to the tunes from the truck horns. However, this scene hides several potential dangers.

Children gathering near roads, especially in the evening, to wait for “truck horn music” poses a risk of traffic accidents. Their attention may be diverted by the horn sounds and excitement, causing them to disregard other vehicles in traffic. Additionally, truck drivers honking air horns continuously, especially on national highways and in residential areas, creates loud noise, affecting the concentration of other road users and causing noise pollution in the area. To clarify the legal aspects of using air horns to create music while driving, a reporter from Nguoi Lao Dong Newspaper interviewed lawyer Truong Van Tuan from Trang Sai Gon Law Office. Lawyer Tuan affirmed that drivers using air horns to create music are violating traffic laws and may be subject to penalties.

According to lawyer Tuan, the air horns used to create “truck horn music” often have high volume, are prolonged, and do not comply with the standard specifications for car horns. This loud horn sound disrupts traffic safety and public order. Article 8 of the 2008 Law on Road Traffic prohibits actions such as continuous honking or revving of the engine; honking horns between 10 PM and 5 AM, except for priority vehicles. The law also strictly prohibits the installation and use of horns and lights that do not conform to the manufacturer’s design and the use of sound equipment that causes traffic safety and public order disturbances.

Decree No. 100/2019/ND-CP clearly stipulates penalties for violations related to vehicle horns. For drivers of automobiles and similar vehicles:

  • A fine of VND 200,000 to VND 400,000 will be imposed for honking horns in urban areas and densely populated areas between 10 PM and 5 AM, except for priority vehicles. Violations causing traffic accidents may result in revocation of the driving license for 2 to 4 months.
  • A fine of VND 800,000 to VND 1,000,000 will be imposed for continuous honking or revving of the engine; honking air horns, using high beams in urban areas and densely populated areas, except for priority vehicles. Violations causing traffic accidents may result in revocation of the driving license for 2 to 4 months.
  • A fine of VND 2,000,000 to VND 3,000,000 will be imposed for installing and using horns that exceed the regulated volume.

In addition to fines, violators are also required to reinstall standard equipment or restore the technical features of the equipment and have the excessive volume horns confiscated.
