According to Decree 100/2019/ND-CP, amended and supplemented by Decree 123/2021/ND-CP, the penalties for trucks driving on restricted roads are clearly defined. Specifically, according to point b, clause 4, Article 5 of the Decree, the act of “Entering a prohibited area, a road with a sign indicating prohibition of entry for the type of vehicle being driven” will be fined as follows:
Fine amount: From VND 2,000,000 to VND 3,000,000.
In addition to the fine, violating drivers may also have their driver’s license revoked for 01 to 03 months. This is a severe additional penalty that directly affects a driver’s ability to work.
Note: The above penalties apply to most cases of trucks violating restricted road rules. However, the Decree also lists some exceptions that are not considered violations, including:
- Driving in the opposite direction of a one-way street, driving in the opposite direction on a road with a “No U-turn” sign.
- Driving in reverse on a highway, backing up on a highway, except for priority vehicles on urgent duty as prescribed.
- Cases of priority vehicles on urgent duty as prescribed.
