For the act of carrying goods exceeding the load capacity from 10% to 30%, the proposed fine for drivers is from VND 800,000 to VND 1,000,000.

For vehicle owners who assign or allow employees or representatives to operate vehicles committing violations of carrying goods exceeding the vehicle’s load capacity from 10% to 30%, the fines also significantly increase:

  • Individual vehicle owner: Fine from VND 2,000,000 to VND 4,000,000.
  • Organizational vehicle owner: Fine from VND 4,000,000 to VND 8,000,000.

Overload from 30% to 50%

When the overload level increases from 30% to 50%, the fine for drivers also increases accordingly, expected to be from VND 3,000,000 to VND 5,000,000.

The fines for vehicle owners also increase correspondingly:

Overload Over 150%

This is the most serious level of violation, when the vehicle carries overload over 150%. The fine for drivers in this case is from VND 8,000,000 to VND 12,000,000.

The highest fines are applied to vehicle owners, especially organizational vehicle owners:

  • Individual vehicle owner: Fine from VND 70,000,000 to VND 75,000,000.
