Changes to Pickup Truck Registration Fees From Decree 20/2019

Decree 20/2019 stipulates that pickup trucks (cargo pick-up vehicles) with a permitted cargo carrying capacity of less than 1,500 kg and with 5 seats or less, along with VAN trucks with a permitted cargo carrying capacity of less than 1,500 kg, will pay the first-time registration fee equal to 60% of the first-time registration fee rate for passenger cars with 9 seats or less.

Specific Fee Levels for Pickup Trucks

The first-time registration fee rate for passenger cars with 9 seats or less is 10%. However, the People’s Council of provinces and centrally-run cities can adjust this rate upwards, but not exceeding 50% (i.e., not exceeding 15%), depending on the actual conditions of the locality.

Therefore, the first-time registration fee applicable to pickup trucks and VAN trucks is 6%. In some cases, the fee may be higher but not exceeding 9%.

Comparison With Old Regulations

Before Decree 20/2019 took effect, Decree 140/2016/ND-CP stipulated that the registration fee rate for pickup trucks and VAN trucks was 2%. Thus, from April 10, 2019, the first-time registration fee for pickup trucks and VAN trucks has increased at least 3 times.

Regulations on Exemption and Reduction of Registration Fees

Decree 20/2019 also supplements regulations on exemption from or non-payment of registration fees. Specifically, if an organization or individual has been exempted from or not required to pay the registration fee when registering ownership of a car or motorcycle for the first time, but then transfers it to other organizations or individuals or changes the purpose of use that is not eligible for registration fee exemption, they must pay the first-time registration fee on the remaining value of the asset.
