Circular 79/2024/TT-BCA, issued by the Ministry of Public Security on November 15, 2024, details the issuance and revocation of vehicle registration certificates and license plates for motor vehicles and specialized vehicles. The most noteworthy point, which directly affects pickup truck license plate symbols, is found in Clause 7 of Article 37 of this Circular.
Accordingly, from 2025, license plates will no longer be distinguished by vehicle type. This means that the differentiation in license plate symbols between trucks, pickup trucks, vans, passenger cars, and sedans will be eliminated. Specific Regulations on License Plates According to Circular 79/2024

- License Plates for Trailers and Semi-Trailers: Consist of 1 plate attached to the rear, measuring 165mm x 330mm, with a similar arrangement of letters and numbers to domestic car license plates.
- Dimensions of Motorcycle License Plates: Motorcycle license plates are smaller (140mm x 190mm) and are attached to the rear of the vehicle. The arrangement of letters and numbers is also different from car license plates.

- Blue background with white letters and numbers for state agency vehicles.

- Color and Symbols of License Plates for Foreign Agencies, Organizations, and Individuals: There are separate symbols such as “NG”, “QT”, “CV”, “NN” to distinguish different types of vehicles and users.
- Issuance of License Plate Symbols in Order: Localities must issue license plate symbols sequentially from low to high and use all 20 series of a license plate symbol before switching to a new symbol. This regulation no longer differentiates by vehicle type, including pickup trucks.
- Painting or Sticking License Plate Numbers on Vehicle Sides: Cars (except sedans) must paint or stick the license plate number on the rear and both sides of the vehicle, along with the name of the agency, unit, and information on cargo weight and tare weight (except for private vehicles).
- Production of License Plates: License plates must be produced at enterprises and production facilities of the Ministry of Public Security, ensuring quality and security.
Impact of the New Regulations on Pickup Trucks
Although the new regulations no longer distinguish license plate symbols by vehicle type, this does not mean that pickup trucks will be completely “blended” with other vehicle types. Regulations regarding license plate size, color, series, and the arrangement of letters and numbers are still applied according to the vehicle type (cars, motorcycles, trailers…). However, the biggest change is the lack of a separate symbol to identify pickup trucks on license plates.
