Hai Phong Department of Transport issued Notice No. 314/TB-SGTVT regarding traffic diversion to facilitate the construction and repair of expansion joints on Niem Bridge at Km0+330 DT.360. Accordingly, regulations on the truck ban on Niem Bridge and other vehicles are applied to ensure safety and construction progress.

The notice clearly states that from December 12 to December 30, 2019, the following traffic diversion measures will be implemented:
- Truck and passenger car ban on Niem Bridge: During the construction period, all types of trucks and passenger cars (except buses) are prohibited from traveling across Niem Bridge. This is the most important regulation, directly affecting freight transport activities. The truck ban on Niem Bridge is applied 24/7 throughout the construction period.
- Car ban on Niem Bridge during peak hours: Cars are also restricted from traveling across Niem Bridge during peak hours, specifically from 6:00 AM to 8:00 AM and from 4:00 PM to 7:00 PM.

To minimize traffic congestion due to the truck ban on Niem Bridge, the Hai Phong Department of Transport has proposed alternative routes for vehicles traveling from Hai Phong to Kien An and vice versa:
Vehicles will travel in the direction: Nguyen Van Linh Street – Ho Sen Street – Rao 2 Bridge – Urban Axis Road – Truong Chinh Street – Kien An.
