Who Pays Road Use Fees?

All registered motor vehicles (with vehicle registration certificates and license plates) that have passed inspection for circulation (and have been issued Certificates of Technical Safety and Environmental Protection) are subject to road use fees. For trucks, this includes tractor trucks and similar vehicles. However, some types of vehicles are exempt from road use fees.

How to Calculate and Pay Road Use Fees for Trucks

Road use fees for trucks are calculated annually, monthly, or based on the vehicle’s inspection cycle. Vehicle owners can choose to pay fees according to the inspection cycle or the calendar year. Businesses with fees payable of VND 30 million/month or more can pay fees monthly.

Paying Fees According to the Inspection Cycle

  • Vehicles with an inspection cycle of less than 1 year: Pay fees for the entire inspection cycle and receive a corresponding fee payment stamp.
  • Vehicles with an inspection cycle of more than 1 year (18, 24, 36 months): Pay fees annually (12 months) or for the entire inspection cycle. When paying fees, the registration unit will issue a fee payment stamp corresponding to the payment period.

Paying Fees According to the Calendar Year

Vehicle owners submit a written notice to the registration unit and pay fees before January 1 of each year. The registration unit will issue a fee payment stamp for each vehicle accordingly.

Paying Fees Monthly

Businesses with fees payable of VND 30 million/month or more can pay fees monthly. Each month, before the 1st of the following month, businesses must go to the registered registration unit to pay fees.

Special Cases

  • Confiscated or recalled vehicles: The new owner only has to pay fees from the time the vehicle is taken for inspection for circulation.
  • Vehicles undergoing renovation or functional conversion: The fee is calculated from the date of conversion.
  • Vehicles inspected earlier or later than prescribed: The registration unit will calculate fees continuously from the end of the previously paid period.

Fee Receipts

When collecting fees, the fee-collecting organization must create and issue fee receipts to the fee payer in accordance with Decree 123/2020/ND-CP.
