Requirements for Passenger Transport Vehicles

Cars

Ownership: The vehicle must be legally owned or used by the transport business, evidenced by a written vehicle lease agreement with an organization or individual, or a business cooperation contract. If the vehicle is owned by a cooperative member, there must be a service contract between the member and the cooperative, clearly defining the rights, responsibilities, and obligations for managing, using, and operating the vehicle.

Equipment: Mandatory installation of a journey monitoring device and a driver image recording device as required.

Service Life:

  • Buses: Service life not exceeding 20 years, capacity of 8 seats or more (excluding the driver’s seat).
  • Taxis: Service life not exceeding 12 years, capacity of less than 8 seats (excluding the driver’s seat). It is prohibited to use vehicles designed or converted to carry passengers with fewer than 8 seats from passenger cars with more than 8 seats for taxi business.
  • Fixed Route Vehicles: Service life not exceeding 15 years for vehicles operating on routes with a distance of over 300 km, not exceeding 20 years for vehicles operating on routes with a distance of 300 km or less; capacity of 8 seats or more (excluding the driver’s seat).
  • Contract Vehicles:
    • Over 8 seats (excluding the driver’s seat): Service life not exceeding 15 years for vehicles operating on journeys with a distance of over 300 km, not exceeding 20 years for vehicles operating on journeys with a distance of 300 km or less.
    • Under 8 seats (excluding the driver’s seat): Using electronic contracts, service life not exceeding 12 years.

Four-Wheeled Vehicles with Engines

Ownership: Similar to cars, the vehicle must be legally owned or used, evidenced by a written vehicle lease agreement.

Service Life: Not exceeding 20 years.

Requirements for Freight Transport Vehicles

Cars

Ownership: Similar to passenger vehicles, the vehicle must be legally owned or used.

Technical Conditions and Service Life: Must meet the regulations in Clause 11, Article 56 of the Road Law and the service life regulations in Clauses 1, 2, and 3, Article 40 of the Road Traffic Law.
