Cases Where Driver’s License Renewal is Not Permitted
Not everyone is eligible to renew their driver’s license. According to Circular 12/2017/TT-BGTVT (amended and supplemented by Circular 01/2021/TT-BGTVT and Circular 38/2019/TT-BGTVT), there are 4 cases where driver’s license (GPLX) renewal is not permitted:
- Invalid GPLX: Includes temporary foreign GPLXs, international GPLXs, expired foreign GPLXs, GPLXs that are erased, torn, lacking necessary elements, and foreign GPLXs not issued by a competent authority.
- GPLX not in the system: GPLXs of the transportation sector but not in the GPLX information system or the GPLX issuance list.
- Insufficient health: People who do not meet the health standards as prescribed.
- Inappropriate length of stay: Vietnamese people with foreign GPLXs with a length of stay abroad of less than 3 months and the length of stay not corresponding to the driver training time of the GPLX issuing country.
Documents for Driver’s License Renewal
According to Circular 12/2017/TT-BGTVT (amended and supplemented by Circular 01/2021/TT-BGTVT), the documents for GPLX renewal include:
- Application for GPLX renewal: According to the form specified in Appendix 19 issued with Circular 01/2021/TT-BGTVT. You can download the application form here.
- Health certificate: Issued by a competent medical facility. Health certificates are not required for: people with GPLX categories A1, A2, A3; people who want to separate term and non-term GPLXs.
- Copies of GPLX and personal documents: Copies of GPLX, identity card/citizen identification card/passport that are still valid.
Driver’s License Renewal Procedures
Step 1: Submit the application: Submit directly or through the online public service system to the Vietnam Road Administration or the Department of Transport.
Step 2: Verify information:
- Direct submission: Take photos and present the original documents for comparison (except for the application form and health certificate).
- Online submission: Declare information according to the instructions and be responsible for the accuracy and legality of the declared content.
Step 3: Return GPLX: Receive the GPLX at the document receiving agency or through the public postal service. When receiving a new GPLX, the old GPLX must be returned for filing.
