According to information from the Hai Duong Provincial Police, the truck driver, Hoang Xuan Hoa (born 1983, residing in Thanh Hoa), has turned himself in and is cooperating with the investigation. The identities of the 6 victims who died in this tragic accident are: Mr. Truong Minh Khang (born 1974), Mr. Nguyen Quoc Hoang (born 2002), Ms. Hoang Thi Bung (born 1985), Mr. Nguyen Van Hieu (born 1989), and Mr. Dao Quang Huan. All of the victims were local residents and curious onlookers watching the previous accident.

According to Ms. Nguyet, a local resident near the scene, on the morning of July 23rd, two consecutive accidents occurred on National Highway 5 in front of her alley. The first accident occurred around 4:10 AM when a man exercising was hit and killed by a 16-seat passenger van while crossing the road. While relatives and local residents gathered to observe the incident, a truck traveling from Hanoi to Hai Phong lost control, overturned, and crushed the crowd watching the accident.

Ms. Nguyet recounted in shock: “It was around 5:30 AM, when everyone was watching the accident involving the passenger van, that the water truck came rushing in at high speed. The truck lost control, climbed onto the guardrail, and overturned, the truck body sweeping up many people who were watching and passing by. Everything happened so quickly, in just a few seconds, the victims had no time to react.”

Another witness added that among the victims was a married couple, the wife died at the scene, while the husband miraculously survived. The remaining victims were mostly workers and a high school student.
Data from the vehicle’s monitoring device shows that the truck was traveling at 65 km/h at 6:04:43 AM before the accident at 6:05 AM. Driver Hoang Xuan Hoa was injured and taken to the hospital.
