Truck Excavator Operations in Nam Dinh Cause Concern

Excavators loading soil onto trucks are operating extensively near the Ninh Co dike in Truc Ninh district, Nam Dinh province, raising concerns about traffic safety and environmental pollution. According to reports, a green excavator is continuously loading soil onto large 4-axle trucks with a permissible load of up to 30 tons.

How Does the Soil Transportation Take Place?

After the excavator loads soil onto trucks, these vehicles, bearing license plates 90H-012.55; 18C-154.35; 18C-107.80; 18C-140.73…, travel on the Ninh Co dike for over 1km before turning onto National Highway 37B. Subsequently, they pass through Hai Anh, Hai Trung, Hai Phuong communes, Yen Dinh town, Hai Hung, Hai Thanh, Hai Hau, and Hai Phuc communes (Hau Hau district). Crossing the Ha Lan bridge in Giao Thuy district, the trucks pass through Thinh Lam commune, to the intersection with National Highway 37, and continue on Tien Linh and Trieu Viet Vuong streets (Quat Lam town) before turning onto Binh Minh road and arriving at the Quat Lam Tourist Area project in Giao Thuy district.

Concerns Regarding Traffic Safety and Environmental Pollution

Many trucks loaded with soil are poorly covered, causing dust along the road and posing a risk to traffic safety for other people and vehicles. The heavy weight of the trucks also causes the Ninh Co dike road surface to shake strongly. Mr. Pham Van T (46 years old, Minh Nghia neighborhood, Ninh Cuong town) said that large trucks running rumbly at high speed are dangerous for people. “The big trucks run fast, and fully loaded materials fall onto the road, causing dust, loss of traffic safety and environmental pollution,” Mr. T complained.

Source of Soil and Purpose of Transportation

According to Mr. Nguyen Manh Hung, Chairman of Ninh Cuong Town People’s Committee, the land is being managed by a brick production enterprise that has ceased operations. Mr. Pham Van Hung (48 years old, resident of Truc Dai commune), the owner of the land, confirmed that the soil being loaded onto trucks by excavators is construction waste from the construction of National Highway 37, which he bought to restore the ground after the old business owner took the land to produce bricks. The soil is being transported for sale.

Mr. Nguyen Hai Chau, Director of the Investment and Construction Project Management Board of Giao Thuy district, said that the soil is used to construct the infrastructure project of Quat Lam Tourist Area. The Board will inspect and remind the contractor to ensure traffic safety during construction. The Police of Truc Ninh district also affirmed that they will inspect and strictly handle any violations related to the operation of excavators loading soil onto trucks and the transportation of soil.
