Bus Driver Arrested for Road Rage Against Truck on Expressway

On November 1st, the Traffic Police Department (Ministry of Public Security) announced that the Investigation Police Agency of Binh Xuyen District Police (Vinh Phuc) had arrested Dong Khac Manh Cuong (born in 1987, residing in La Khe Ward, Ha Dong District, Hanoi). Cuong is the bus driver involved in the truck harassment incident that caused outrage on the Noi Bai – Lao Cai expressway, a vital route for transporting goods and passengers, especially for Lao Cai truck paint companies and other provinces.

This arrest was made to investigate driver Cuong’s act of “Causing public disorder.” The arrest warrant has been approved by the People’s Procuracy of the same level, demonstrating the strictness of the law against acts that disregard traffic safety and endanger others.

Previously, on October 19th, a video circulated on social media showing a passenger bus with license plate 29G – 013.02 harassing a truck with license plate 99C – 273.91 on the Noi Bai – Lao Cai expressway. The incident quickly attracted public attention, causing strong outrage in the community, especially among those who regularly travel on this route, including trucking businesses and drivers transporting goods to and from Lao Cai.

Immediately after receiving the information, authorities promptly investigated. The investigation clarified that the incident occurred at around 12:00 PM on October 19th. Mr. Hoang Van Hai (born in 1991, residing in Binh Gia District, Lang Son Province), the driver of the truck, was moving from the Km23 rest stop to merge onto the Noi Bai – Lao Cai expressway. Mr. Hai had proactively signaled to merge lanes according to regulations.

However, the passenger bus driven by Dong Khac Manh Cuong, traveling in the middle lane, did not yield. Although coming from behind and completely able to slow down to allow the truck to merge safely, Cuong intentionally drove up, cut in front, and forced the truck to move into the emergency lane to avoid a collision.

Not stopping there, the bus driver continued to act aggressively by overtaking and cutting off the truck, preventing the truck from overtaking. This behavior was repeated many times, showing a disregard for the law and the safety of others, endangering both the truck and other vehicles traveling on the expressway, which is an important route for the transportation activities of trucking companies and businesses transporting goods to Lao Cai.

According to initial investigation information, driver Cuong and Mr. Hai did not know each other and had no prior personal conflicts. Cuong’s dangerous behavior stemmed from subjective consciousness and lack of self-control, seriously affecting traffic order and safety.

This incident is a profound wake-up call regarding traffic law compliance and civilized behavior when participating in traffic, especially on high-density expressways like Noi Bai – Lao Cai. The bus driver’s actions not only directly endanger the truck and other vehicles, but also create a negative image of the traffic environment, affecting the transportation operations of truck businesses, truck paint services, and many other economic sectors related to the transportation of goods and passengers on this vital route, especially in the Lao Cai area. Authorities will continue to investigate and clarify the case and handle it strictly according to the law to ensure traffic order and safety and deter similar acts.
